It's harder to drive a car than it is to have kids yet which one requires more responsibility?? Even if you have the know how there is still the age limit which again child bearing has none.
I'm not saying drug addicted, unemployed people can't have kids. I'm just saying they have to pass a simple test then go on a "Learners Permit" before finally being able to bring life into this world.
Why not trial this new idea for a while in one state and see how it pans out??
